Go to my documents and you should be able to find zero hour data folder. from there, you shoud be able to find skirmish folder not skirmish.ini. enter skirmish folder and you will find starting cash then just edit the amount to your desirable amount like $5,000,000 be sure to save as you close the windows.then in the skirmish mode, the amount will not appear correctly but you will notice it in the game as you start.
